Goals and Needs:
- General Office Work Space:
- Provide and enhance existing work space through the use of color and updated materials.
- Provide for future planned staff as needed.
- Create productive & efficient work flow within and among departments.
- Increase Employee well-being and security.
- Update the interiors with colors and new materials that are in keeping with the Kirkwood character.
- Visitors & Public Space:
- Architecturally convey to the public that Public City Hall is “For the People of Kirkwood” by making it easily accessible, user friendly and open to visitors, “comfortable”.
- Create a friendly and streamline customer experience, and provide a place for the visitors to sit in public spaces.
- Retain the historical & architectural characteristic of the building.
- Brighten up the public corridors and stairwells with better use of lighting fixtures and illumination.
- Increase efficient public use with new way-finding signage.
Challenges:
- Existing building structural elements conflicted with ideal departmental locations.
- Budget and facilities staging constraints due to the continuing operations needed during reconfiguration/construction.
- The design dichotomy between the historic and small space nature of the existing building, vs. the open nature of typical new city hall requirements.
- Designed visually accessible and secure circulation while minimizing the architectural impact of structural and fire-rated walls.
- Cost effectively maximizing the impact of changes in flow, security, employees and public perception.
- Updating the new environment through specifying color and materials, to be harmonious with existing building materials and historical characteristics of the existing spaces.
- Creating uniformity and universally appealing pallets of color for the staff to choose from.
- Carefully selecting light fixtures that generate greater illumination without increasing electrical usage.
Concept and Solutions:
- Security:
- Created limits/restrictions for public access, zone/organize departments so designated areas of the building can be secured from unrelated meetings or activities during/after normal business hours.
- By changing the nature of the physical barriers for Administration, City Clerk, Personnel Office, Finance Department, Court Clerk, Public Works Department, and Building Department, we improved accessibility and security at new public transaction windows.
- Addressed visibility by minimizing obstructed views, hiding spots & publicly accessible unlocked areas.
- Relocated the Court Clerks public transaction to a more closely monitored location within the adjacent police department building.
- Building & Work Flow:
- Zoned departments for public access and preferred adjacencies to minimize public confusion department location.
- Provided a place for visitor arrival and building orientation through the use of improved Way Finding and signage.
- Designated a place for people to congregate before or after meetings, that allows service window functions to be un-interrupted.
- Removed visual barriers to reveal elevator for public access.
- Environmental:
- Improved lighting in public circulation & selected departmental areas to create brighter interior spaces and views to the exterior.
- Re-upholstered and re-stained wood on exiting chairs, and refinished existing conference table to unify the updated look of the conference room.
- Provided ample bench seating for public visitors.
- Improved acoustics in public areas.
- Addressed thermal issues with main entrance doors.
